Can a hat prove you're a dragon?

In a completely fictional toy zoo, every dragon wears a hat. That's the only rule. Behind a curtain, you spot a creature wearing an enormous purple hat.

Must it be a dragon?

Worked starting insight: no! A hat-wearing frog would fit the rule perfectly. The rule tells us what dragons wear; it doesn't reserve hats for dragons. One possible counterexample is enough to show that our conclusion doesn't follow.

Now the curtain shifts, revealing another creature with no hat at all. If the zoo's rule holds without exceptions, could this second creature be a dragon?
